Director of Engineering & Operations

OBJECTIVE

The primary objective of the Director of Engineering & Operations is to direct the Engineering, Construction, Operations and Maintenance functions of the Cooperative. The activities and duties of the Director of Engineering & Operations must be performed in accordance with established policies, procedures, goals and approved budgets.

Other objectives include:

1.       Promotes safe work practices.

2.       Provides superior service to MJM member-owners.

3.       Presents a positive and professional image for the Cooperative.

4.       Coordinates Engineering and Operations activities to ensure maximum efficiency.

5.       Ensures security and confidentiality of data.

6.       Serves as a team builder and player.

 

RESPONSIBILITIES

1.       Directs all approved engineering, construction, operations and maintenance programs and activities to obtain maximum productivity and effectiveness.

2.       Directs the preparation of Long Range and Short Range Engineering Plans, and Annual Work Plans to ensure adequate system capacity and service reliability.

3.       Assists in selecting contractors involved in Engineering and Operations activities.

4.       Coordinates with consulting engineers and contractors special construction projects, maintenance projects and tree trimming/ROW clearance projects.

5.       Directs the monitoring and coordination of the Cooperative’s demand side management/load management efforts, including all load control devices and SCADA operations during control periods.

6.       Directs and coordinates the Cooperative’s Automated Meter Reading System/Advanced Metering Infrastructure related directly to the distribution system and metering.

7.       Directs and coordinates improvements and updates to the Cooperative’s Mapping System.

8.       Directs the preparation of drawings, cost estimates, instructions, staking sheets and sketches related to: Special permits and licenses; Metering and transformer connection diagrams; Changes in electrical distribution and transmission system; Relocations of line, attachments and underbuilds.

9.       Directs and assigns all line staking services.

10.   Reviews and makes recommendations pertaining to sizes and manufacturers of meters, transformers, OCR’s and other equipment.

11.   Approves the purchase of all major utility material such as transformers, regulators, OCR’s, poles, etc.

12.   Directs the preparation of and reviews Joint Utility Pole Agreements, Road and Railroad Crossing Permits, Right-of-Way Easements, contracts for large power users, etc.

13.   Manages contracts with large farm, commercial and industrial accounts.

14.   Inspects completed work of construction and maintenance for compliance with proper engineering specifications and RUS standards.

15.   Oversees substation maintenance, regulator bank operations, OCR maintenance, power factor correction stability and pole testing programs.

16.   Assumes responsibility for and performs the necessary dispatching of work and equipment assignments during emergency conditions under established policies.

17.   Assist in addressing member concerns related to Engineering and Operations.

18.   Other duties as assigned.

 

REPORTS TO: President/CEO

DIRECTS AND SUPERVISES: Construction Supervisor, Operations Coordinator, Staking Engineer, and Engineering Secretary.

PERSONAL, EDUCATION AND TRAINING REQUIREMENTS

1.       A positive attitude, a strong work ethic and a reputation for integrity and honesty.

2.       Must have the ability to work well with member/consumers.

3.       A Bachelor’s degree from an accredited college of university with a major in electrical engineering. Additional specialized training in electric utility system design, operation and evaluation is also required.

4.       Registration as a Professional Engineer with the ability to have such registration recognized in the State of Illinois is highly desirable.

5.       8 to 10 years of increasingly responsible electric utility experience, preferably at an electric cooperative.

6.       Must be familiar with word processing software, spreadsheets, and Access database.

7.       Excellent interpersonal and communication skills.

The Director of Engineering & Operations is a Fair Labor Standards Act exempt employee, who is not covered by Cooperative policies and procedures pertaining to overtime hours and premium pay.
